The Current State of Animal Welfare in Malta

Malta has a long history of animal welfare concerns, with many cases of animal cruelty and neglect reported over the years. The country’s small size and close-knit community have made it challenging to address these issues, but the government has taken steps to address the problem.

Key Challenges

  • Lack of Resources: The Maltese government has historically struggled to allocate sufficient resources to address animal welfare concerns. Limited Enforcement: The lack of effective enforcement mechanisms has made it difficult to hold perpetrators accountable for animal cruelty.

Another key milestone was the transition from the 1717 helpline to the 24/7 153 service via Servizz.gov, making the system more reliable and user-friendly. This year alone, over 15,000 calls were received, ranging from reports of animal mistreatment to rescue requests. Support for NGOs and Volunteers NGOs, voluntary organisations and dedicated volunteers, like cat feeders, have received increased financial support. A collaboration with local councils led to a voucher scheme for cat feeders to purchase cat food, recognising and easing their vital work. Additionally, the Animal Welfare Fund reopened this year, with 18 applications submitted for grants ranging between €2,950 and €24,000. Sanctuaries are also benefitting from a newly launched maintenance scheme, which has already seen 10 applications for funding.
